Question 2;
Nothing happens to either of you. You were in your personal cars. The thing about having a CDL does not effect you unless you are past your state limits. If you fail the state limit test (0.08) you will have stricter penalties. A first offence and you loose your CDL license for 1 year; second offence you loose your CDL for life. Some states may have laws this strict but my state does not.

Question 1;
This is the question I would have gotten wrong but I guess you learn something new every day.
A and C need a CDL but B does not. Now even most DOT officers do not know this so lets look at it more.
As Dave said look at section B

If you read what is written and do not read anything into it you should read it to say....
A truck with a GVWR of more than 26,001 lbs. This is a truck weight of 26,001 lbs or more. Does not say anything about combined weight of truck and trailer. This includes any trucks that pull a trailer less than 10,000 lbs. It does not say anything about the GCWR or gross combined weight.
The only section that uses the combined weight of the truck and the trailer is section A and then the trailer has to be over 10,000 lbs to apply.
This next picture should spell it out in every day language. Look at #3.

Now will you get a ticket for not having a CDL if your truck is like example B in the test. Most likely yes because as I said before; most DOT officers do not know this point.

You need a class B CDL for class b Or Example number 3. But that only applies if your for hire or making a profit.

It says it right there in black and white. #3 in the 2nd picture is not a CMV and does not need a CDL. I do not know how to explaine it any better than that.
For hire has nothing to do with a CDL. For hire and private carriers fall under the same rules when it comes to CDL's. Farmers do have a exemption though.
