It's a ratchet drill

It's a "ratchet drill", an old-fashion tool used to drill large holes in metal by muscle power. I believe that Armstrong Brothers Tool Company still catalogs one today, along with the "drill crow" (aka "old man") that is often needed to hold it down.

The square taper socket drives a square taper drill tang that is similar to but larger than that used in a carpenter's brace and bit.
