A submersible pump should run for a minimum of one minute per start, if it is 1.5 horsepower or below. If it is more than 1.5 horsepower, it should run for at least two minutes. This is to provide sufficient cooling to overcome the high starting current. Franklin Electric has a good website that tells you all you ever wanted to know about submersible pump motors.

The usual way to accomplish a minimum run time is through the use of a suitable size captive air tank and a sufficient difference between cut-in and cut-out pressure. There are other ways, such as stop-cycle valves or VFD drives.
