If you take a piece of 1/4" flat stock steel the same size as the outside diameter of the pulley and slot it the width of the pulley hub diameter. You can insert it behind the pulley and the three jaw puller will hook onto the steel plate instead of the cast pulley and the pulley will not break. Takes a little time but costs less in the long run than another pulley. The replacement pulley will most likely be used and may not be as good as the one you jumped the gun on and broke.
Also the time saved by pulling directly on the pulley will be lost in finding, ordering and shipping time. You can make the plate with a saber saw and a metal cutting blade.

I bought two tractors using these engines that someone had taken the time to drill and tap the pulley hub so they could use a two bolt bar puller.
