When using a puller, snug it up real tight, and before giving it enough to break the pulley- whack the puller bolt with a sledge hammer a couple of times. Hit it square on the end, and often times this helps to loosen the hub on the shaft. If you know you are dealing with a straight, rather than tapered shaft, use a drift pin and hammer on the hub right next to the shaft and drive the hub farther on the shaft. Just enough to see movement, then spray WD40 and pull the hub off. If I use heat, I often rub a candle against the part, and let the wax soak into the joint, sometimes leaving it set for a few hours. Some think that's nuts, but I think it does work. Anyone else heard/tried that?
