I'd guess either the needle and seat are wore, or the float has a hole in it and sank. Could also be something broke loose and is holding the float down. Looks like it's time for a tear down. Hope it's something simple.

Sounds like your float might have sunk. I had the same problem on my JD B and my old GMC pickup at the same time. New float in the pickup and soldered the float in the JD, and they both worked fine. Must be a fairly common problem.
