Even if everything is set right sometimes you have that same problem of not getting up to the cylinders because of low engine compression,leaky valves,or it sat for a long time and the rings are dry not sealing as good as they should. I don't have any specs. on that model carb. but generally most all floats seem to end up setting level with the housings when holding it upside down and just looking at it.
