The rubber seal goes in first, spring side toward the engine. If there is a stop ridge in the cover, set the seal all the way in against the stop, otherwise put it flush with the inside of the cover.
Then the felt seal goes against the rubber seal on the outside. Slide the felt over the pulley hub to prevent fibers from getting pushed into the seal.
But, if there is not enough room, leave the felt out. Don't want it tight, it will get hot and ruin both seals. The seal and felt are aftermarket items, possibly they are not the same thickness as factory seals.
Be sure to oil the seal lip. I put a little silicone under the washer behind the nut to stop oil coming out around the shaft.
