BOTH the HV Primary as well as the LV Secondary Neutrals are earth grounded (we used every 3rd pole),,,,,,,,At the utility Transformers the LV Neutral is earth grounded,,,,,,,,,At the main service entrance disconnect the LV Neutral are again earth grounded. This keeps the grid at one common low voltage reference and helps reduce surges and spikes from lightning or users when say a huge motor is shut down. Without all that there are more risks of stray and surge currents and spikes, the purpose is to stabilize everything at one common low volt 0 reference so stray current isnt trying to flow all over the place from one to other countless multiple potentials........
