Either a setting or corruption.

IE has a button that resets it to default settings, if you haven't tried that.

It's under the Tools>Internet Options menu.

Another option if it has been updated is to go to control panel and uninstall

the latest version of IE to see if the older one will work, then re-upgrade.

Obviously if the old version doesn't work, you won't be able to re-upgrade.

You could also try another browser, Firefox, Chrome etc downloaded on

another PC and then transferred via thumb drive to this one.

It's tricky to find a "full install" though, most are just stubs that download

from the web when the installer runs, but that may work in your case.

Edit - installing another browser would also be non-destructive.

You can have all three of them installed and working with no trouble.
