Being a retired soldier I can say lots of bad things about the AR 15 platform. But for plinking they are a fine rifle. I'd suggest that you check out some of the gun forums, my son gets on them. One I can think of off hand is http://www.ar15.com. While you are there check out the forum for keeping in touch with deployed troops. SSG Nick Ranstad father is a member. I have the honor of knowing both Nick and his dad. Nick holds the sniper record shot for the US Army. His dad is a retired Navy SEAL. He send care packages to units serving in the combat zone. He spends some of his own money but gets donations through the site to offset some of the cost. That is also through AR15.com. They have also gotten donations of equipment form different mamufactures to send to the guys on the ground.
As far as price goes in my area almost any AR15 platform rifle is 800 or better used.
As far as the .22......many AR15 platforms out there that are .22 from the factory.
