Check the link for a chart of the max torque specs for the various sizes and grades of bolts. As far as the Loctite goes, you'll have to find some that will withstand the heat generated in the head and also one that will be removable should you need to do any future repairs. If you can figure out which one to use, it's not going to hurt, but properly torqued you shouldn't need anything else on them. I've worked on quite a few compressors over the years and never had a problem with the head bolts backing off when tightened properly.
