I have used back pack electroshockers on occassion in wadeable streams. These would not be sufficient to use in a pond - need bigger generator with more juice. The only people I know of that have those are state fish and game, or large consulting firms that do alot of that work. Also note that if you want to do counts, shocking fish really only works in the shallow near shore because you have to net them as they are stunned. I think you would need the help of an electrical enginer to put one together yourself. I recommend using a long seine net, a case of beer and a couple of buddies.
