You may still have a float problem If the tractor ran good before why drill out anything Remove carb clean it in gunk carb cleaner over night go to your dentist and ask for a wire tooth pick to clean plack (wire wont break) and poke wire through all holes blow out all holes the way I set a float is to turn carb upside down and level the float with the carb base that the bowl attaches to (kinda rule of thumb) I also attach a ball valve on the drain of bowl with a barbed end to attach a clear plastic hose Run it up to the top of float bowl and attach it to one of the bowl screws with a clamp now you have a way to see where your float is set and an easy way to drain your float bowl Just a thought
