I used to pull NATPA pulls in western NY we ran a 88 in Div IV,Built a 77 and was told I couldnt pull below 4000 Div IV,I said why? AC's were running 3500!!! 77 came with a 194 engine stock,smaller than a stock AC AND shipping weight on a bare 77 was less than 4000lbs!...We quit pulling NATPA and just stayed at our local pulls,It's not like I wanted to run Div II classes with it.I can understand weight restrictions in any class but open,.....The one guy told me to just build an AC..LMAO.I think USAP has the best rule system and the group that does the White Pine TN pull also.Here in NY all the rules are different depending on where you pull sometimes its hard to adapt.
