It seems like all the 1550/1650 tractors put some preasure and flow on the outlets when you don't touch the lever. It gets worse as the tractors age and get more hours.When you moved the lever one hole will push out fluid the other will let in fluid.The hydrolic oil goes to the power steering first then remotes then 3 point. So at low rpms the steering can take it all. your flow divider could be makeing problems too causeing the system to get hot.
