I would use penetrating oil on both ends where it goes through the housing and get it to free up good. Then if there is no free play I would leave it alone. Looks to me like it would be quite a job to remove the pin from the fork to pull the shaft. Maybe someone that has done it will respond and be able to help you if you do go that route.
