I just got my 40 9N running too and I had the same problem. After sitting still for 20 years I assumed it was a stuck valve. When I shut it down the back blade would eventually drop to the ground, usually overnight. I went out to mess with it today and lifted the control lever just enough to start the blade up, then dropped it again. I did that 10 or 12 times and everything freed up! I used the blade for about an hour afterward and it worked perfectly. Sometimes it's better to be lucky than good. Maybe you'll be lucky too. I do plan to change the fluid now.
