Ford VSG413

A bit off topic, but we have been striking out on identifying the engine in a newly purchased, but 10 year old bucket lift. The lift brand is a Simon, but the engine is a Ford and looks like a 2300. But it may be smaller. It is an overhead cam with the designation of VSG413 according to the operators manual. However, the engine numbers mean nothing to local parts houses. Most of the parts have to be common with more common engines. We already discovered the starter seems to be the same as a Ford Ranger, but we have not managed to find a carb kit even with the numbers on the tag. Can anyone head us in the right direction?
