I'd check to see if the internal spring is hung on anything, like a barb. There should be two springs; one inside the throat and one outside the carb body. I think you might have to remove both. Somewhere on this site is an article about carb rebuilding and you might be able to look at the pictures in the article to give you a better view and determine whether or not something might be hung. It is also possible that you have worn grooves in the choke rod and that is all that is hanging up. Let us know what you find.
