8n steering wheel removal

Any tips on the removal of the steering wheel on a 51 8N? I've tried a puller with a lot a pressure and it wouldn't come off. I stopped before damaging it. Also, when taking the nut off the steering wheel, there was oil in the shaft. Is this how steering fluid is filled on this model? The tractor is new to me and it isn't mentioned in the owners or shop manual. Thanks
