I removed a steering wheel from a 1947 2N by using a rubber mallet. Strike up on the steering wheel as near to the steering column as possible. I had previously sprayed PB Blaster (a penetrant) around the top of the steering column. The tapping seemed to break the steering wheel loose from the steering column with just a few medium powered blows.
