3 point hitch drops

The three point hitch on a 2940 that I recently purchased at an auction appears to work okay, although it does jerk some while raising it. When the tractor is shut off with the 3 point in the raised position with an implement attached, the 3 point drops slowly, in about 5 seconds. What would be causing this? The transmission fluid level is fine and I haven't changed the filters yet as I didn't want to waste the fluid if I have to drain it again to repair the 3 point. Any advice would be appreciated.
