A 4020 doesn't have a shock absorber assembly. It is a sping assemby that is controlled by the tension on the spring.If it hasn't been used in a while it could be froze up,or the coil spring could be broke.If you take the 4 bolts out that hold the seat on you'll find your problem.A 1969 4020 has a side console,a 1968 does not.
