JD 2030 PTO won't engage

I recently bought a 2030, but now when I go to engage the PTO lever it just grinds and won't engage. No matter if the clutch is in or out or what gear I'm in. The only way I can get it to engage is to move it to ON with the tractor shut off and then crank it with the PTO on. It will shut off with the tractor running , but will never engage. What could be the problem? Also, I need a lesson on the difference between continuous and independent running PTO. I assume mine is independent, but I really don't know the difference.
