Check it at the scv. Now let's back up step and find out for sure the problem. Did the slow cranking start with temp change or did it do this in warm weather? Destroking the pump is a bandaid option, not a fix for every slow cranking tractor. How old is the starter and have you had it checked recently? Old starters and poorly rebuilt ones are weak and don't have guts they should. If it's getting weak of course a destroker will help for a little while. You still will have a dieing starter. A small gas engine like that should crank fine on very cold days without a destroker if your starter, cable connections, cables, and starter solenoid are all in good shape. And yes when used in the correct situations a destroker is a great thing. One last thing, make sure the cables are actually good all the way thru. Old cables lose fibers and cannot carry current loads they used too.
