JD 7 Backhoe Attachment

I bought a used JD 7 Backhoe attachment for my JD 650 tractor. Attachment came off a 650 with all mounting hardware. I hooked the backhoe hydraulic "IN" line directly to the tractor pump supply port with a tee fitting(bottom port on pump). I hooked the backhoe hydraulic "OUT" line to the return port in the tractor transmission case. Backhoe has VERY low power. All cylinders move EXCEPT boom cylinder moves down only, will not raise boom. Also, when the backhoe hydraulics are connected, tractor hydraulics are also poor (can not raise loader bucket). When I disconnected the backhoe, all tractor hydraulics work fine. Does this sound like I hooked the backhoe hydraulics up wrong or does it sound like a blown seal somewhere? Should the "OUT" line hook into the high pressure by-pass return line on the pump instead of the main transmission reservior?
