had exact same problem with old Sears, have to be careful not to ruin the wheel soak both sides of the wheel/axle join with PB Blaster, spray every 3-4 hours for several days, wipe excess PB off the rubber unless you plan to replace the tires with pin out, use old deep socket (expendable one) that will just slip over axle and rest on edge of wheel rim beat the snot out of that socket with 5lb sledge until wheel moves just a smidgen, re-spray with PB Blaster and let it sit a while once you get it moving, you are 85% done and can usually spin it off by hand, K-roil is said to work even better but I have never used it
