Starting problem could be caused by incorrectly set(lean)hi speed/low speed needles,dirt in internal hi/low speed passages of carb body,worn throttle shaft hole in carb body,choke not closeing all the way,air leak at carb mounting gasket,low eng compression caused by cyl/ring wear or leaking head gasket.
If you don't have a service/repair manual for eng check at local mower shop,ebay or briggs website for manual in either paper/cd version that covers your mod# eng,given age of eng you may need briggs obselete/out of production service/repair manual as after 80 the point type ign systems for the old letter/number series eng are not covered in newer manuals,manual will probably also help you with carb/starting problem.
