I think he might be talking about an injector pump that had a lift pump built in, and the lift pump portion went south so they added an electric fuel pump to do the work of the lift pump, and it's been working like that for 5 or 6 years and now it's not.
If that's the case, then it sounds like the injector pump itself has stopped working, so I would pull the pump and take it to a good diesel pump shop. They should be able to rebuild it and you should be able to get rid of the electric pump and go back to the original configuration.
