That long tube is the overflow for the pump sump. It is normal for them to leak there when they have some wear on them and fuel leaks by the plungers into the sump. I expect that the oil in the pump has not been changed. It is supposed to be drained and changed every time the crankcase oil is changed using the same oil as in the crankcase. with new oil it won't leak for awhile, unless your pressure is turned way up. The fill hole is the 7/8 plug on top near the front, the leel plug is the one just to the right of the charge pump and the drain is on the bottom nearly below the level plug. The pump is a Simms in line, and take the screw out so the excess fuel can leak out and tell you when to change the oil again!
