The 4000 I recently bought will only raise the 3 point 24 inches measuring from the ground to the center of the little eye/ball thingy. My 8N goes up to 34 inches. I believe the position control lever should be able to lift up. But there is an elbow from the remote hydraulics there with a plug in it. I've tried to push it down. Don't seem to go that way. Remove the ellbow and just put in a plug? Then the PO left something on the lift arm I'm not sure what it was used for. Maybe some implement had a hydraulic cylinder that would hook there. When the arm is up all the way to the 24 inches there is about one inch of clearance from it and the axle housing. Did maybe the PO fix the lift so it won't raise up all the way? Is the max height adjustable some way?
