Yes, that is an indication that the charging system is not working, but to be sure you should do some checks. You didn't say if this problem suddenly appeared on a tractor that was working OK, or what year the tractor is or whether it is 6V or 12V but I'll assume it's 12V and the following generally applies. With the tractor running at about 1000rpm, use an analog volt meter to check the voltage across the battery terminals (digital meters may not show a stable reading). If it's not at least 13V then there's a problem. Next thing would be to make sure the wiring is correct and intact and that the generator and battery are well grounded. You may need to refer to a wiring diagram, do you have access to one? It's always best to diagnose things first, then post back with more info. -Will
