I'm not a thousand series guy, but this is what I would do on my 660. I think the systems are similar.
Disconnect the cylinders at the front and try the steering with the tractor running. Do the cylinders work properly and evenly? This might give you a clue.
My 660 had similar problem. One of the springs that operates one of the plungers inside the control valve was broken. Easy fix once the sheet metal is off. The test for this, at least on a hundred series, With the tractor off, move the steering wheel to the left about 2 inches, release the wheel and it should be pushed back to the center position by the springs. Do that again to the right and it should push back to the center. Easy test, if it does not spring back, you have valve problems. A broken spring is also evidenced by erratic motion of the disconnected cylinders.
