Like Wayne said the front crank hub when tight holds the gov from slipping and spinning on the crankshaft, as for the spring the difference is the inner spring strength. But the gov alone will not hold back a load going downhill, you should always throttle down while pulling a load downhill. If your throttle isn't staying open when the gov is pulling while going uphill then your friction disc either needs replaced or simply adjusted tighter.
