I have the style of govenor that has the two rollers. I am having problems with the govenor holding a load going down hill and I have to manually open the throttle going uphill. I have adjusted to the book and it didn't help. Springs and all look good. I have the front housing off and removed the govenor. Question 1, does the govenor free-wheel on the crank shaft or is something suppose to rotate it. I noticed the washer behind the front pully bolt is slightly concaved. Question 2, Could it be stopping the flyweights from moving all the way forward? Question 3, How thick is that washer suppose to be? When the bolt was removed I noticed the bolt wasn't very tight. Any help is greatly appreciated. This has been a good tractor but whould like to get the govenor figured out while I have it apart.
