Wire brush all visible threads, even between clevis arms, soak with penetrant, clamp clevis arms in vise break your nut loose back it off, then clamp the rod in the vise length ways so you can see the threads between the clevis arms and turn clevis back and forth easy with a crescent wrench, while adding more penetrant. If it don't budge apply heat to the clevis body. If you don't have a torch there has to be someone or shop around that does. You're not the first that this has happened to, but they are a lot easier to get loose in a vice than on the tractor and easier to see.
