My rule of thumb with any hydraulic system is: if you can feel the scratch when you run your finger nail over it, it needs to be repaired or replaced.
What is happening when the 3PH hiccups is: The pressure drops off in the system, and the lift lowers a bit, until the control energizes and provides more oil pressure to send it back up again.
So, all you need to do is find where it is leaking. It may be the cylinder, any of the connection points, or the relief valve may be faulty.
Keep looking and you will find it!
You can make an adapter and run the top cover (off the tractor with air pressure) this is a lot easier to find leaks.
