I would fix it. That I believe is stainless steel with orings, so I would apply a little more pressure and see if you can break it loose. I would try to rotate it first as that is the easiest motion to break free. Where did you get the new lever from? I have the same valve on my 5600 and one of the levers is broken and I could use a replacement. You can also add the plate beneath it and use a power beyond valve with that plate. Honestly, that might give you the easiest loader operation if you buy a dual spool, power beyond valve and mount it in a convenient location to run the loader and plumb it to the plate beneath this valve.
