Ford used a thermostart system. Fuel was stored in a little tank and that was filled by the return line from the injectors. A heating element in the thermostart allowed a bimetalic valve to open and fuel hitting the element vaporized into the intake. I have seen them actually catch on fire if you remove the intake hose where it can get enough air. If your 3000 still has the original Ign switch you have to turn it to the left an hold it a few seconds, just to the point before the starter engages. If the switch has been changed to the new style, your thermostart should work every time you start it.
