More details, please. Can you engage the PTO with the engine off? Do you mean that when the lever is in the engaged position, the PTO doesn't operate? The way it's supposed to work is this: Depress the clutch all the way down. Then move the PTO lever into the engaged position. The lever should go into position with little or no gear clashing. The PTO should remain stopped. Release the clutch halfway; the PTO should turn but the transmission clutch should still be disengaged. There's a lot of different things that could cause this problem, from misadjustment to a bad clutch.
