Try to engage the PTO with the tractor not running. If it engages then either the clutch is not adjusted correctly or the PTO disc on the clutch is stuck. I have an 860 that the disc sticks on.

Can you engage the PTO with the engine off?

Do you mean that when the lever is in the engaged position, the PTO doesn't operate?

The way it's supposed to work is this: Depress the clutch all the way down. Then move the PTO lever into the engaged position. The lever should go into position with little or no gear clashing. The PTO should remain stopped. Release the clutch halfway; the PTO should turn but the transmission clutch should still be disengaged.

There's a lot of different things that could cause this problem, from misadjustment to a bad clutch.

960 has Live PTO with the dual stage clutch. Is the pin in the rear hole of the clevis on the end of the clutch pedal rod (clutch pedal sticking nearly straight up)? Is the dual stage clutch functioning correctly (does it grind when you try to engage the PTO with the engine running)? Is the rivet that holds the PTO engagement lever onto its shaft sheared? Does the PTO engagement lever slide the PTO coupler fore and aft as it's supposed to do? Is the PTO shaft sheared?
Lots of possibilities here and a little better explanation of the problem would be helpful.
