Got it fixed. Looks like I had put the parts together wrong. Under the big bolt heads at the rear of the spools the order should be 1] bolt head (has a tube in it) 2] spring, 3] check ball, and 4] a rod with sort of an arrow on one end of it. The rod goes with the arrow facing the bolt head, and the rod goes a ways into the valve body. I had left out the check ball, in fact putting it in the outlet fitting. I was following the way in which the spool for the loader was set up (this is a two spool valve body) and did same thing on the 3PH side, screwing up the 3PH. So, looks like former owner was playing around and also explains why he couldn't get the loader working. Real moral of the story is need to buy the MF service manual, not just the owners manual.
