They are very sensitive to a tiny bit of trash anywhere in the myriad of passages. Last one I worked on, I tore it apart three times before I finally got it all out. Did you take the carb completely apart and thoroughly clean all the tiny passages? Sometimes if this is the problem, you can make the engine run using the choke, either partly or completely choked, depending on how bad the clog is. If it will run better on the choke, tear it back apart and keep cleaning and blowing it out.
