To me it sounds like the governor weight retaining inside of the injection pump has come apart and is plugging up the return passages, causing a hydraulic lock. To check this have a screwdriver available that will fit the timing cover screws on the side of the injection pump. Start the engine and as it starts to slow down, loosen up the two screws and let the fuel spray out. If engine speeds up, YOU FOUND THE PROBLEM. The injection pump needs to be rebuilt to fix the problem. Post back what you find. Good luck
