Farmall 400 dieseling: Update #2

I pulled the bowl off the carb and the float was too high(bout 3/8" too high). I adjusted it so that its 1 5/16" when closed now. I started it and it made absolutely no difference in the amount of fuel its burning. I even turned the Main jet so its now 5 turns off the seat and no difference at all. The idle mixture screw still has no affect at idle speeds whatsoever. Now where do I start looking? Thanks.
