When switched to the LOW charge position a resistor is placed in the Field circuit between the Field terminal and chassis ground. If this circuit is open, it could cause your indication. On the back of the light switch you will probably find two resistances. One a coil of wire and another wire wound resistor. If I remember correctly the wire coil is for headlight dimming and the wire wound resistor is the Field Resistor. You need to make sure the light switch body is grounded. In the HIGH charge position the generator Field terminal is grounded through the light switch. In LOW charge position The Field terminal is grounded by the light switch through the Field resistor.
