Clean engine well change filters in a clean invironment.bleed filters and check for good fuel flow.Bleed injecter pump next using primary hand pump. or you can pressurize the the fuel tank using very low pressure. Bleed injecters next by opening high pressure lines at injectors one half turn and cranking engine. let the starter reest between short intervals of cranking. If still no success check return lines back to tank. They shoud not be plugged.A clear fuel line can be installed before main pump to check for air leaks into system.Again cleanliness is extremely important. The fuel filters are the last line of defence against dirt damage in the close torerence fit of your injecter pump and injecters.
