Jim: checked the wire between the gen & the VR going to the F terminal. No breaks.
Bob M: Ran a temporary wire to the grounded battery post.
Neither of those changed the output.
Decided to put the old VR back on just to see what would happen. With old VR on now it is charging.
My IT manual describes air gaps and point gaps of .020 & .075 on the different relays. Not sure which is the correct way to read them, but the gaps on the old VR are different than the ones on the new one that won't charge.
My guess is that the problem must have been between the old ammeter being bad, & maybe not letting current thru, and also the old VR not making a good contact to gnd.
