Howard, the plug you found, if it's on the steering gearbox and not the transmission, should be for the gearbox oil, which should be something like 90W gear lube, not hydraulic fluid.
I don't have an answer for why your P/S isn't working if your lift cylinder is. The P/S should be getting pressure even if the lift isn't, because of the priority valve (which is probably mounted just inboard of the lift cylinder valve, between that valve and the seat base). It may be that there's something in the priority valve that's messed up, or it could be the power steering cylinder, which is on the right hand (passenger side if it was a car) half of the power steering gearbox, or it could be in the power steering valve, which is inside the steering column.
I haven't had my priority valve apart, but I've rebuilt the steering gearbox on my 300U (I actually have a 460U gearbox, which is very similar and an easy replacement if you need to replace a 300U or 350U gearbox). The gearbox is pretty simple, all the complicated parts are in the column valve, which I also haven't had to get into. If you do need to rebuild the steering column valve or priority valve, I'd recommend getting the IH manual for the steering system, and probably the parts book as well. The parts book has about the best exploded views you're going to find. The I&T manual for the 300U is pretty sketchy on the power steering unit, and is only adequate for adjusting the steering and setting backlash on the steering gearbox.
